Eric Daigle
Attorney, Daigle Law Group

Eric practices civil litigation in federal and state courts, with an emphasis on municipalities and public officials. His experience includes municipal clients in civil rights actions, including police misconduct litigation and employment actions, as well as premises and general tort liability. Eric acts as a legal advisor to police departments across the Country. He provides legal advice to law enforcement command staff and officers in the areas of legal liability, internal affairs, discipline, policy drafting, employment issues, use of force, laws of arrest, and search and seizure. His experience focuses on officers’ use of force, specifically in the training, investigation, and supervision of force, as well as deadly force incidents involving law enforcement. From 1992 to 2002, Eric worked for the Connecticut State Police, during which time he spent many years as a detective assigned to investigative units. His experience included leading investigations; processing crime scenes for the collection of forensic evidence; and preparing cases for prosecution. Eric is currently assigned as a reserve officer and maintains his Connecticut Police certification.

 

Virginia Gleason
Instructor, FBI-LEEDA

Virginia Gleason applies expert knowledge and wide industry experience to helping public safety entities discern and resolve their most critical issues. A graduate of University of Oregon Law School, she began her career as a lawyer in private practice but moved to pursue her passion in public service, working in four different law enforcement agencies, focusing on law enforcement systems and accountability. Her depth and breadth of experience in the public and private sectors give her keen insight and understanding of issues police organizations currently face and will face as public safety is reevaluated and reimagined.  Virginia focuses on internal investigations; organizational compliance with laws, regulations, professional standards and ethical practices; utilization of data to increase the value and credibility of police services; and risk management.  She is a 2022 Harvard Advanced Leadership Initiative Fellow, an adjunct professor at the Seattle University Department of Criminal Justice and Forensics, and an instructor for FBI-LEEDA teaching courses on internal affairs and culture and diversity.

 

Kushtrim Hodaj
Chief Executive Officer, Police Inspectorate of Kosovo

Kushtrim Hodaj has been diligently serving the Police Inspectorate of Kosovo since 2007, initially as an investigator and later as the Head of Department for Planning, Cooperation, Legal Affairs, and Information, a position he assumed in 2017. Recognizing his exceptional abilities and unwavering dedication, he was appointed as the Chief Executive Officer of the Police Inspectorate of Kosovo in 2020. Throughout his tenure, Mr. Hodaj has actively participated in a multitude of professional trainings, engaging in various working groups, and embarking on enlightening study visits. Notable among his accomplishments is his attendance at the esteemed of the Northwestern University International School of Police Staff and Command (SPSC) in 2017, where he further honed his skills and expanded his knowledge. In recognition of his outstanding achievements, Mr. Hodaj was bestowed with the main award for Outstanding Operational Success during the April 2023 ceremony held at the State Department in Washington DC for the International Law Enforcement Academy (ILEA) Day. He was nominated for this prestigious accolade based on his instrumental role in the successful implementation of the highly impactful anti-corruption operation of the Police Inspectorate of Kosovo, codenamed "Point 1 & 2," which ultimately led to the arrest of 74 police officers.  Notably, Mr. Hodaj is a distinguished alumnus of the Faculty of Law in Prishtina, and he has also earned a Master's degree in the field of Criminal Justice from Prishina, Republic of Kosovo. Born in 1984 in the village of Gjonaj in Prizren, he takes immense pride in his personal life as well. Mr. Hodaj is happily married and cherishes his role as a caring father to both a daughter and a son.

 

Marlon Marrache

Marlon Marrache is a distinguished law enforcement professional with a rich and extensive career in the Los Angeles Police Department (LAPD). With a commendable 25-year tenure, Marlon has served as both an active Police Lieutenant and a retired Police Sergeant, showcasing his commitment and dedication to upholding the principles of justice and public safety. Educationally, Marlon holds a Juris Doctorate, a testament to his academic prowess and a solid foundation for his contributions to the legal aspects of law enforcement. Throughout his illustrious career, he has emerged as a leading authority in Police Administrative Discipline and Misconduct, particularly excelling in the intricate realm of Use of Force Investigations.

Marlon's expertise extends over 13 years in the specialized field of Police Misconduct Investigation, adjudication, and examination. His pivotal roles within the Internal Affairs division have included serving as an Associate Advocate, where he conducted Board of Rights Hearings, and in the Officer Representation Section, where he defended fellow police officers. These experiences have provided him with a comprehensive understanding of the nuances involved in handling disciplinary matters within law enforcement.

A key aspect of Marlon's professional profile is his demonstrated mastery of Internal Affairs Disciplinary matters, with a pronounced emphasis on the Peace Officer Bill of Rights Act (POBR). His keen insights and proficiency in navigating the legal intricacies of police conduct have set him apart as a reliable and trusted authority in the field.

In addition, Marlon is recognized as a Subject Matter Expert in Administrative Police Misconduct and Categorical Use of Force Investigations, particularly in Officer Involved Shootings (OIS). Leveraging his wealth of experience, he provides expert testimony in Internal Affairs investigations, offering fair, reasonable, and impartial recommendations on the "adjudication" and "penalty" of completed investigations.

George Piro
President/CEO, Piro Global Services, FBI Senior Executive (Ret.)

George L. Piro is the CEO of Piro Global Services, which specializes in Investigative, intelligence, and security consulting services. Mr. Piro provides business solutions to assist organizations as they face challenges in a complex international security environment. Mr. Piro is also an internationally renowned speaker, presenter, and instructor. Mr. Piro is a retired Senior Executive with over 30 years in federal and local law enforcement. A proven, highly accomplished leader who has demonstrated wide array of distinct capabilities leading major crises, complex criminal and national security investigations, and large-scale events. Over the course of his FBI career, Mr. Piro received numerous awards for his intelligence and law enforcement service, including the National Intelligence Medal of Achievement, the FBI Director's Award for Excellence, ADL’s Blue Shield Award for Counter Terrorism Excellence, Multiple FBI Combat Theater Awards, and the FBI Medal for Meritorious Achievement for life saving action.

As the Special Agent in Charge of Miami, the FBI’s fourth largest field office, Mr. Piro was responsible for overseeing FBI Miami’s counterterrorism, criminal, Cyber, and counterintelligence programs while simultaneously providing leadership to the office’s 900 plus employees. As one of the FBI’s four offices with extraterritorial responsibility, Mr. Piro was also instrumental in ensuring the FBI’s mission to protect the American people extended overseas, specifically in the Caribbean, Central and South America. Previously, Mr. Piro was the Assistant Director of the International Operation Division. In this capacity, he drove FBI global operations by leading the FBI’s Legal Attache Program, which maintains locations in 90 countries around the world.

Over the duration of his extensive career, Mr. Piro held a variety of leadership positions, and has deployed throughout the world. Most notably, Mr. Piro was selected as the team leader and interrogator for the FBI team responsible for the interrogation of Saddam Hussein. This marked the first time in FBI history that the FBI interrogated a significant head of state in his own home country. During this time, Mr. Piro spent seven months leading the interrogation of Saddam Hussein and other key figures within the former Iraqi regime. At the time, Mr. Piro had only five years of experience as a special agent in the FBI.

Mr. Piro entered on duty as a special agent on March 14, 1999, initially assigned to the International Terrorism Team at FBI Phoenix and within four years was selected to serve on the FBI’s elite Counterterrorism Rapid Deployment Team. Mr. Piro later served as the supervisor of the Washington Field Office's Joint Terrorism Task Force, and assistant special agent in charge of the International Terrorism Branch for the Washington Field Office. He also served as the Deputy Assistant Director of the WMD Directorate, and the Director of the High-Value Detainee Interrogation Group, an interagency unit overseen by the Counterterrorism Security Group within the White House. Mr. Piro is an FBI certified Intelligence Officer and is widely recognized as a subject matter expert in Counterterrorism and the Middle East.

Mr. Piro was born and raised in Beirut, Lebanon, and is a fluent Arabic and Assyrian speaker. He served as a police officer in California for nearly ten years preceding his FBI service. Mr. Piro received his Bachelor's Degree from Chapman University in Criminal Justice and a Master's Degree from Georgetown University's School of Foreign Service in Security Studies, with a concentration in International Terrorism. He also holds a Master's Certificate in Arab Studies.
