Eric Daigle
Attorney, Daigle Law Group

Eric practices civil litigation in federal and state courts, with an emphasis on municipalities and public officials. His experience includes municipal clients in civil rights actions, including police misconduct litigation and employment actions, as well as premises and general tort liability. Eric acts as a legal advisor to police departments across the Country. He provides legal advice to law enforcement command staff and officers in the areas of legal liability, internal affairs, discipline, policy drafting, employment issues, use of force, laws of arrest, and search and seizure. His experience focuses on officers’ use of force, specifically in the training, investigation, and supervision of force, as well as deadly force incidents involving law enforcement. From 1992 to 2002, Eric worked for the Connecticut State Police, during which time he spent many years as a detective assigned to investigative units. His experience included leading investigations; processing crime scenes for the collection of forensic evidence; and preparing cases for prosecution. Eric is currently assigned as a reserve officer and maintains his Connecticut Police certification.

 

Matt Dolan
Attorney & Director, Dolan Consulting Group

Matt Dolan is a licensed attorney who specializes in training and advising public safety agencies in matters of legal liability, risk management, and ethical leadership.  His training focuses on helping agency leaders create ethically and legally sound policies and procedures as a proactive means of minimizing liability and maximizing agency effectiveness. 

A member of a law enforcement family dating back three generations, he serves as both the Director and an instructor with Dolan Consulting Group.  He has trained and advised thousands of law enforcement professionals throughout the United States over the course of the last decade.

 

Michael Bret Hood
Special Agent (Retired), Federal Bureau of Investigation

After serving 25 years as a Special Agent in the FBI, Michael “Bret” Hood became the director of 21st Century Learning & Consulting, LLC, upon his retirement in 2016. During his tenure with the FBI, Bret led and served in three different divisions, finishing his career by spending the last four years as an adjunct professor of leadership and ethics for the University of Virginia at the prestigious FBI National Academy.

In 2010, Bret was selected to be part of an elite team tasked to develop a new executive leadership program for the FBI. As such, Bret joined the FBI Academy staff in 2012 and created unique and interactive courses on the psychology behind leadership, executive leadership, ethics, decision-making, and contemporary issues in leadership. In addition to these duties, Bret has led over 70 international delegations on behalf of the FBI teaching our foreign law enforcement partners about leadership, financial crimes, anti-money laundering and anti-corruption prevention and investigation. Bret has also worked with various private sector entities facilitating discussions about the psychology of the leader/follower relationship. Bret is an Association of Certified Fraud Examiners faculty member, as well as an adjunct professor of forensic accounting for Mt. St. Mary's University.

Bret is the author of the critically acclaimed books, Eat More Ice Cream: A Succinct Leadership Lesson for Each Week of the Year and Get Off Your Horse! 52 Succinct Leadership Lessons from U.S. Presidents.

 

John G. Peters, Jr., CTC, CLS, Ph.D.
President, Institute for the Prevention of In-Custody Deaths

Dr. John Peters serves as President and Chief Learning Officer of the IPICD. A former administrator of a medium-sized police department, police officer, and deputy sheriff, Dr. Peters is author of more than 250 publications, and is a judicially-qualified expert witness. In addition to his undergraduate criminal justice degree from the University of Baltimore, Dr. Peters holds 4 graduate degrees, and a California CLEAR teaching credential. In 2020, Dr. Peters was appointed Executive Director of the Americans for Effective Law Enforcement. 

 

Jack Ryan
Attorney, Legal & Liability Risk Management Institute

Jack Ryan is an Attorney in Rhode Island, a graduate Juris Doctorate, Cum Laude at Suffolk University Law School and has 20 years of law enforcement experience as a police officer with the Providence Police Department, Providence, RI.  Jack’s law degree and experience as a police officer gives him the unique perspective of public safety legal and liability issues. Jack is a former adjunct faculty member at Salve Regina University and lectures frequently throughout the United States. He has authored several legal publications, including the LLRMI best-selling “Legal Guide for Law Enforcement Officers and Supervisors” – an annually updated quick-reference guide to U.S. Supreme Court case law impacting law enforcement policies and procedures. Jack has authored “Law Enforcement Best Practices – 5th Edition”, “Jail and Best Practices” and “Emerging Legal Trends for SWAT, Tactical and Emergency Response Operations”. Jack has written policies and procedures that have been adopted by over 1,000 law enforcement and corrections agencies across the United States.
